Resolutions

Resolutions must be submitted to Evans House by December 31 in order to be included in advance publications.

At Council, the resolutions are then turned over to the Resolutions Committee. The Resolutions Committee can edit, combine, or alter resolutions as needed.

Debate and discussion of resolutions take place on Friday evening after Eucharist and Saturday during the business session.

Concerning: Mission and Priority

Whereas we need to recover all sense of Mission, and

Whereas we can only do so with meaningful dialogue in each parish and
convocation, and

Whereas this process needs to begin immediately, and

Therefore Be It Resolved that the entire Diocese of Southwestern Virginia
engage in discussion about Mission and priority with programs before the
budget of 2007 is formulated.

Whereas The Abingdon Convocation is uncomfortable with the 2006 Budget for the Diocese of Southwestern Virginia as presented,

Now may it therefore be resolved the at the Revenue Line item "Loan" be changed to "Increase in Voluntary Giving" and eliminate the attendant Expense Line item "Loan Interest" and; be it further resolved that the Executive Board take the necessary measures to balance the budget should a lack of "increase in voluntary giving" create an income deficit.

Concerning: Diocesan Budget Process

Whereas: The Roanoke Convocation expressed concerns over the procedure for the development of the annual diocesan budget, and

Whereas: The Roanoke Convocation’s concerns pertain to, but are not limited to, this year’s shortfall and the need to possibly borrow funds to avoid programmatic and staff reductions pertaining thereto,

Now therefore be it resolved by the 87th Council of the Diocese of Southwestern Virginia that an ad hoc committee be appointed by the Executive Board of the Diocese to fully study the budget process and to make recommendations to the Executive Board. This ad hoc committee will be comprised of no more than ten members not paid by the Diocese (at least five the President of each convocation). In addition, it would include no more than two advisory members from the diocesan staff. Such a study would include but not be limited to:
